User Management responsibility is assigned to the user, But the user can’t access User Management responsibility menu. This is true even when the user management responsibility is assigned by SYSADMIN user.
The user has to be defined as “User Management Admin” in the system using Role Based Access Control(RBAC). The Functional Administrator need to grant the below menu navigation & permission sets to have access.
– User Management – Home Page Menu
– All User Administration Privileges
– Assign / Revoke Role
Responsibility: Functional Administrator
Navigation: Home -> Create Grant
- Grant “User Management – Home Page Menu” menu navigation set
->Next
-> Finish
2. Grant “All User Administration Privileges” permission set
-> Next
-> Next

> Finish
3. Grant “Assign / Revoke Role” permission set
-> Next
-> Next
-> Next
-> Finish
Now the user has access to User Management responsibility menu.
